Terms and basic concepts:

The "Patrol Sytem":

Scouting, to a large extent, works on what we know as the patrol system. The boys within a troop are divided into groups, patrols, with a patrol leader and an assistant patrol leader. The role of the patrol leader(PL) and APL is to see to the well being of the patrol, represent the patrol at “COHs” (see below), train the younger patrol members and to organize activities for the troop.

To be a (good) PL is both a challenging and an immensely rewarding experience.

  What is a "COH":

(Basic outline)

The Court Of Honour sits at the core of troop organization. It is in effect a council of patrol leaders that decides the running of the troop, the training programs, events, etc. This council is also responsible for solving any internal problems.

For the boys by the boys (and girls) if you will.

The scouter is part of the court of honour, however his function is only advisory, though he has power of veto should the court of honour decide to do anything illegal or outside of the spirit & law of Scouting.

Theodore Roosevelt, president of the United States of America (1901-1909) also believed in the outdoor life. When returning from a hunting trip in East Africa he inspected some Boy Scouts in London, and expressed great admiration for them. He wrote: —

“I believe in outdoor games, and I do not mind in the least that they are rough games, or that those who take part in them are occasionally injured. I have no sympathy with the over-wrought sentiment which would keep a young man in cotton wool. The out-of-doors man must always prove the better in life’s contest.
